Within the framework of the project “Support to reform the system of rehabilitation of people with disabilities in Azerbaijan” workshop was held on June 19 – 23 on supporting the transition from the medical rehabilitation model to the social model of the rehabilitation system of people with disabilities in Azerbaijan.
On the first day, the concepts of medical and social models of disability, their differences, the transition from the medical model to the social model were discussed. A panel discussion on independent living of disabled people was held. Each of them shared their experiences related to independent living and shared their thoughts on what was difficult and easy for them. Towards the end of the day, the participants were divided into two groups, prepared a problem tree on the topic of activation of independent life, analyzed it, and finally presented the analyzes of both groups.
The second day of the workshop was started with the discussion of the ideas of the first day, the difficulties faced by people with disabilities in searching for a job, the approach of employers to this issue, and the solutions to overcome the problem. Despite these circumstances, people with disabilities told their success stories in the field of employment. Then, divided into groups, the audience discussed what steps can be taken towards inclusive employment based on the theory of change and how many years it will be expected to reach.
On the following days, the topics were continued in the same way, and on the last day, the topics were summarized and the event was concluded. People with disabilities, team leader, experts, support team, employers, Disability Policy Department of Ministry of Labour and Social Protection of Population, State Medical Social Expertise and Rehabilitation Agency members and Innoveta employees participated on the workshop.
“Azərbaycanda əlilliyi olan şəxslərin reabilitasiya sistemində islahatların aparılmasına dəstək” layihəsi çərçivəsində Azərbaycanda əlilliyi olan şəxslərin reabilitasiya sisteminin tibbi reabilitasiya modelindən sosial model tecrübəsinə keçidin dəstəklənməsi mövzusunda 19 – 23 iyun tarixlərində təlimlər keçirilmişdir.
Təlimin ilk günü əlilliyin tibbi və sosial model anlayışları müzakirə olunmuş, onların fərqi, tibbi modeldən sosial modelə keçid kimi mövzular ətrafında diskussiyalar aparılmışdır. Əlilliyi olan şəxslərin müstəqil yaşama ilə bağlı panel müzakirəsi keçirilmişdir. Hər biri müstəqil yaşama ilə əlaqəli təcrübələrini paylaşmış bunun onlar üçün çətin və ya asan olduğu haqda öz fikirlərini bölüşmüşlər. Günün sonuna doğru iştirakçılar iki qrupa bölünərək müstəqil yaşamın aktivləşdirilməsi mövzusuna dair problem ağacı hazırlayaraq onun təhlilini və sonda hər iki qrupun təhlillərinin təqdimatını aparmışlar.
Təlimin ikinci günü birinci günə dair fikirlərin müzakirə olunması ilə başlayaraq, əlilliyi olan şəxslərin iş tapmaqla bağlı yaşadığı çətinliklər, işəgötürənlərin bu məsələyə yanaşması, problemin aradan qaldırılması üçün həll yollarının müzakirəsi aparılmışdır. Bu hallara baxmayaraq əlilliyi olan şəxslər məşğulluq sahəsində olan uğur hekayələrindən də danışdılar. Daha sonra qruplara bölünərək dəyişiklik nəzəriyyəsinə əsasən inklüziv məşğulluğa doğru hansı addımların atıla biləcəyi, gözlənilən hala neçə il ərzində çatılacağı qruplar arasında müzakirə olunaraq təqdimatı keçirilmişdir.
Növbəti günlərdə mövzular eynilə davam etdirilərək, sonuncu gün isə mövzular ümumiləşdirilərək tədbir yekunlaşdırılmışdır. Təlimdə əlilliyi olan şəxslər, layihə rəhbəri, ekspertlər, dəstək komandası, işəgötürənlər, Əmək və Əhalinin Sosial Müdafiəsi Nazirliyinin Əlillik siyasəti şöbəsi, Dövlət Tibbi-Sosial Ekspertiza və Reabilitasiya Agentliyinin üzvləri və İnnoveta əməkdaşları iştirak etmişdir.
